                            Minutes of the March 12, 2019 Meeting

             The Town Council held their regular meeting on Tuesday March 12th, 2019 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited.  Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney Henry Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the February meeting and financial report. The motion carried by voice vote.
                The town marshal gave his update, Curtis said he had spoken to the owners of the trailer with all the cars, the owners are having some issues but will try to get things cleaned up and some progress has been made. Curtis also spoke about all the car problems the department is having and how they are down to one car right now, he said he is still looking at quotes on good used cars. Mike Kelley ask about a house on Washington St. that has a lot of trash around it, Curtis said he would check on it, Mike Harper mentioned a property by him that also has trash and cars around it and Curtis said he would look into it also.
                Tonya spoke about the speeding on Lincoln St. she proposed to make it a four-way stop she then made a motion to adopt an ordinance to make the intersection of Third and Lincoln streets a four-way stop after some discussion Jim Moore seconded the motion to adopt an ordinance for the intersection, motion carried by voice vote.
                Ordinance 2019-2 an Ordinance on Kylie Gilman’s Petition to Vacate a Public Way was read in full and again by title only Tonya Cox made the motion to allow, Jim Hall seconded the motion, motion carried by voice vote.
                There has been some discussion at the last couple of meeting about replacing some signs in town Larry requested that it be but on the agenda for the April meeting
                Resident Bill Foster still has several concerns about his property and the storm water project he mentioned several things that still are not right Larry said he would get with Ron Shepard and Jeremy Burch to set up a meeting with them and Mr. Foster to discuss the problems.
                Neal spoke about the fire department and how they are wanting to work with other department on agreements of help he said it is just in the early stages of discussion with Clinton City and Clinton Township he hopes to have more information by the next meeting he also is waiting on Helt Township to see if they are going to have Fairview cover some of the township, Neal requested that the board look into creating a two person committee who could oversee the Public Safety fund and on how it can be spent.
                Larry ask Curtis to explain operation pull-over and as to why Clinton cars are in Fairview Curtis said it is a program funded thru National Highway Safety Board and if a department enters into an agreement with them to do the project it will pay a percentage for the vehicles and officers, the officers have to make a certain amount of traffic checks and they can go all over the state for this program Curtis said that the Clinton City does participate in the program.
            A motion was made by Tonya Cox and seconded by Jim Hall to pay the towns claims in the amount of $11,418.95 the water department claims in the amount of $11,106.74 and the wastewater claims in the amount of $16,273.66. The motion carried by voice vote.
The meeting was adjourned at 7:45pm with a motion by Tonya Cox and seconded by Jim Moore. The motion carried by voice vote.
