Meeting Minutes for May 9, 2018
The Town Council held their regular meeting on Wednesday May 9th, 2018 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson, Jim Moore and Attorney Henry Antonini was all present. A motion was made by Tonya Smith and seconded by Jim Moore to accept the minutes of the April meeting and financial report. The motion carried by voice vote.
The Town Marshal update was not given tonight.
Surplus properties, Larry ask Henry what the town needs to do to for the sale of the surplus properties, Henry said to run an ad for three weeks requesting sealed bids for the properties, he suggested not to have a reserve amount on them however the town did incur some expenses on the tear down and clean-up of the properties, after some discussion it was decided to have a minimum bid of $4,000.00 on them. Tonya Smith made the motion for the minimum bid amount and Jim Moore seconded the motion, motion carried by voice vote.
Storm Water Management Board, Resolution 2018-4 A declartory resolution of storm water management board approving the construction and acquisition of certain storm water improvements, confirming resolution and matters related thereto was read in full and again by title only, Tonya Smith made the motion to allow Jim Hall seconded the motion, motion carried by voice vote.
Resolution 2018-5 A resolution prohibiting junkyards, salvage yards and refuse transfer stations and the storage, sorting and processing of certain wastes was read in full and again by title only Tonya Smith made the motion to allow Larry Wilson seconded the motion, motion carried by voice vote.
John Sanquenetti mentioned a section of pipe on Plum St. that he wanted to know if anyone had looked at it Larry said that area was in the bid as an alternative area to replace it, and no decisions have been made yet, Larry said he believes INDOT is getting involved also.
Jim Spendal spoke about the ditch by his house, he said he has spent $3,000.00 to have it dug out for drainage but the problem is the east side of the road is draining into his ditch from under the road, the board was uncertain as to what to do for this problem, Larry said to have Eric or Jeremy from HWC look at it and hopefully they will have some suggestions.
Joe Summers is still having issues with dogs coming into his yard, Henry said if the dogs are in his yard and not on a leash he should call the sheriff’s department and request the county dog catcher to come out to his property.
The board was informed that a couple of the picnic tables in the park are being damaged by termites.
Neil Costello had two claims to submit to the clerk/treasurer he also spoke about the fire departments contract with the town, he said he is still trying to get it right and as of now the department is happy with the last draft, he ask the board to look it over and to try to have a decision on it at the next meeting, he also mentioned the house beside his and how it is not being taken care of, it needs mowed among other things he believes a bank now owns it and he ask the town if they could find out who is responsible for taking care of the property. Neil also ask about No-Smoking signs for the towns building he noticed there was none posted on the outside of the building.
Jim Hall mentioned he repaired a couple of the grills in the park and was looking to replace the tire swing that was stolen however you cannot get just the swing you have to purchase the frame for it also.
A motion was made by Tonya Smith and seconded by Jim Moore to pay the towns claims in the amount of $61,019.98 the water department claims in the amount of $18,903.65 and the wastewater claims in the amount of $17,739.05. The motion carried by voice vote.
A motion was made by Tonya Smith and seconded by Jim Hall to pay the storm water claims in the amount of $25,000.00. The motion carried by voice vote.
The meeting was adjourned at 8:00pm with a motion by Tonya Smith and seconded by Jim Hall. The motion carried by voice vote.
