                       Meeting Minutes for October 9, 2018

           The Town Council held their regular meeting on Tuesday October 9th, 2018 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited.  Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney Henry Antonini was all present. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the September meeting and financial report. The motion carried by voice vote.
           The town marshal gave his update Curtis said his department has worked three major cases with two of them still ongoing his deputies have been pulling over cars in the construction area mostly for speeding and giving out warnings. Tonya ask Curtis to look into a property at Pike and Lincoln streets she said there is a lot of trash in the area, Curtis informed her that his deputy Michael Ray was taking care of the trailer problem she had mentioned at the last meeting. Jim Hall asked about the property on Jackson St. Curtis said he had spoken to a female there but doesn’t believe that she lives there so he will try to catch the property owner to speak to them. Larry mentioned the house on Washington St. by Neil Costello’s  he ask Curtis to find out who actually owns the property and Curtis think’s it’s going up for a sheriff’s sale.
           Larry gave the storm water project update he said all of Chestnut St. is in the ground and its half way through Plum St. the projected date for completion is November 4th and that is with weather permitting. Larry mentioned a fire hydrant on Fourth St. that has to be moved he asked Sue to let the town workers know about the move and to see about getting that line shut off, he also mentioned that the grass seeding needs to be done by October 15th and again that is with weather permitting if it should not get done by then it will be done in the spring. Larry informed the residents that if they have a question or see a problem to contact Ron Shepard.
           Next the request for authorized signature for disbursement #4 Kanizer’s Excavating, for $54,059.15 with no stipulations, Jim Moore made the motion to allow the authorized signature and Tonya Cox seconded the motion, motion carried by voice vote.
           The sale of surplus properties there was one sealed bid that was opened from Brian George for the property at 735 W. First St. in the amount of $4,000.00 and his representative at the meeting was Emily Payne she said that Mr. George would purchase both properties for $6,000.00 with the board’s approval after some discussion the board decided against the purchase of both properties. Tonya Cox made the motion to allow the sale of the property at 735 W. First St. for $4,000.00, Jim Moore seconded the motion, motion carried by voice vote. Henry said he would take care of all the paperwork for this sale.
           A representative from Joink informed the board that they would be back in town for two projects, one for Professional Glass and the other for Scott Oil’s Corner Stop.
           Ordinance 2018-9 Adopting the 2019 Budget was read in full and again by title only Tonya Cox made the motion to allow the 2019 Budget and Jim Hall seconded the motion, motion carried by voice vote.
           Leonard Akers suggested the board should attend the ribbon cutting ceremony for the new Dollar General store at First and Washington St.
            A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns claims in the amount of $16,820.20 the water department claims in the amount of $16,084.09 the wastewater claims in the amount of $9,564.05. The motion carried by voice vote.
           The meeting was adjourned at 7:30pm with a motion by Tonya Cox and seconded by Jim Hall. The motion carried by voice vote.
