                           Minutes of the October 9, 2007 Meeting

   The Town Council held their regular meeting on Tuesday, October 9, 2007 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members James Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and Attorney Henry L. Antonini present.
   The minutes of the September meeting and financial report were approved with a motion by Tonya and seconded by David. The motion carried by voice vote.
   Jim Moore advised that the power would be shut off at the Town Hall on October 18 for work in the fire department. He also advised that a lot of the equipment acquired through the grant has been received.
   Ed Cole with the Economic Development Council asked the Council's feelings on placing a sign with directions to the Industrial Park on Town property by the Wastewater Treatment Plant The council tentatively approved his request.
   A letter was read about keeping the CSEP siren located in Fairview after the end of the program. The Council will check maintenance contracts and the terms of keeping the siren.
   A motion was made by Tonya and seconded by Norma to proceed with an additional appropriation, transferring money from the Riverboat Wagering Fund to the General Fund to prevent the General Fund from operating in the red. The motion carried by voice vote. A public meeting was set for October 23, 2007 at 7:00 p.m. to pass the additional appropriation.
   John Newman Jr. will look at the ongoing nuisance violations. He will also check on a complaint of an off road utility vehicle that has been operating on Kibby Street.
   Theresa Watkins thanked the Council for spraying for mosquitoes this summer. She advised that the lift station at 3rd and Railroad Streets had a strong unpleasant odor to it. Larry will check with Eric Smith about the filters.
   A motion was made by Jim and seconded by Tonya to pay the Town claims in the amount of $19,233.79, the wastewater claims of $273,536.24 and the Water department claims in the amount of $9,584.47. The motion carried by voice vote.
   The meeting adjourned at 7:26 p.m. with a motion by David and seconded by Tonya. The motion carried by voice vote.

                    Minutes of the October 23, 2007 Special Meeting


   The Town Council held a special meeting on Tuesday, October 23, 2007 at 7:00 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Larry Natalie, David Crane and Norma Snedeker present. Tonya Smith was absent.
   Addition Appropriation Resolution 2007-3 was read once in its entirety and twice by title. A motion was made by Jim and seconded by David to pass said resolution. The motion carried by voice vote.
   The meeting adjourned at 7:07 p.m. with a motion by Norma and second by Jim. The motion carried by voice vote.
