                 Minutes of the September 8, 2009 Meeting


       The Town Council held their regular meeting on Tuesday, September 8, 2009 at 7:00 p.m. at the Municipal Building. recited Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, David Crane and Jim Moore and attorney Henry L. Antonini present. A motion was made by Jim Hall and seconded by David to accept the minutes of the August meeting and financial report. The motion carried by voice vote.
       Jim Moore asked what had been found out about paving the Reserve Marshals a clothing allowance. After discussion a motion was made by Jim Moore and seconded by David to pay each Reserve a clothing allowance of $200 per year to be paid out biannually. The motion carried by voice vote.
       John Newman introduced Jeff Ingram as a potential Reserve Marshal.
       Sue advised she has been in contact with Clinton City concerning cleaning the drainage wells at 2nd and Washington, 3rd and Washington and 61h and Washington. She also advised that the town employees would begin work on the drainage project on the west side of 3rd and Washington in the near future. It was clarified that the drains at the school are the schools responsibility.
        The 2010 budget totals were read and questions answered. A motion was made by Jim Hall and seconded by David to accept the proposed budget. The motion carried by- voice vote.
       Ordinance 2009-6 AN ORDINANCE ESTABLISHING A POLICE RESERVE UNIT FOR 'FHE TOWN OF FAIRVIEW PARK was read in its entirety and by title. A motion was made by Jim Moore and seconded by David to pass said ordinance. The motion carried by voice vote.
       Leonard Akers requested those present stand and have a moment of silence in memory of deceased Council member, Janet Troglio. He also asked the Council to donate an amount equal to her September salary to organizations of her choice. Teresa will check to see if that is possible.
        John Newman and Jim Moore advised that they had interviewed candidates and recommended Mike Strader and Jeff Ingram to be approved as Reserve Marshals. A motion was made by- Jim Moore and seconded by Jim Hall to approve both men as Reserves. The motion carried by voice vote.
        A motion was made by David and seconded by- Jim Moore to pay the Town claims in the amount of $15,967.00, the water department claims in the amount of $7,263.24 and the wastewater claims in the amount of $5,061.12. The motion carried by voice vote.
       The meeting adjourned at 7:30 p.m. with a motion by David and seconded by Jim Hall. The motion carried by voice vote.
