                         Minutes of the March 2nd, 2017 Special Meeting


           The Town Council held a special meeting on March 2nd, 2017 at 6:30p.m. at the town hall. Roll call was taken with council members Jim Hall, Lany Natalie and Jim Moore present, Tonya Smith and Larry Wilson was absent.
           The special meeting was held to discuss the Storm Water grants and to discuss the four problem areas in the town of Fairview. Eric Smith with HWC Engineering and Kristy Jenell Grant Administrator was present to inform the board of the three phases of work to be done and the cost of each phase. Eric explained the work that will done and the timeline for it. Kristy explained the grant process and the timeline for that.
           Area One which is the area of Plum St. is going to be in Phase one and a priority area. Kristy explained that before anything will be done she will need to do an income sm·vey of the phase one area she said that the survey will be good for four years. Jim Moore made a motion to allow Kristy Jenell to start the income survey Jim Hall seconded the motion, motion voice approved. Kristy also spoke about the importance of the town to establish a storm water utility and a rate.
           Eric Smith believes that if the grant process and funding goes as planned the work should began in the summer or fall of 2018 on the phase one project.
           The meeting adjotm1ed at 7:25p.m. with a motion by Jim Hall and seconded by Jim Moore. The motion carried by voice vote.

                                     Minutes of the March 14th, 2017 Meeting


           The Town Council held their regular meeting on Tuesday March 14th, 2017 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited.  Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson Jim Moore and Attorney Henry Antonini was all present.   A motion was made by Tonya Smith and seconded by Jim Moore to accept the minutes of the February meeting and financial report.  The motion carried by voice vote.
           The solicitation  ordinance now known as Door to Door Ordinance 2017-2 was read in full and once again by title only, Tonya Smith made the motion to accept and Jim Moore seconded the motion, motion carried by voice vote.
           There was a brief discussion about the Weed Grass & Vegetation  Control Ordinance,
Larry Natalie ask the board to look the ordinance over and not to act on it at this time, it will be discussed at the April meeting
           There was no one present from the fire department to speak on the department's
progress with the cameras and bathroom renovations.
           Larry Natalie mentioned that the board is still looking into the acoustic problem in the town hall.
           Jim Hall asked about the police car, Curtis informed the board about it, he explained the car is back in the shop for exhaust problems but should be done soon. There was a brief discussion about the surplus car, Curtis said he had spoken to Neil Costello about getting the lights and such off the car once that is done the car will be ready for sale
           John Sanquenetti asked the board if he could have the old coat rack from the town hall removed the board suggested that he ask the fire department if they could use it.
           Leonard Akers made a suggestion about the Door to Door ordinance, about selling stickers to the residents who do not want solicitors on their property.
           Mary Kay mentioned the new door on the water office she said there has been a lot of complements on it.
           A motion was made by Jim Hall and seconded by Tonya Smith to pay the ton claims in the amount of $11,282.68 the water department claims in the amount of $17,096.60 and the wastewater claims in the amount of $6,607.93. The motion carried by voice vote.
           The meeting  was adjourned  at 7:15p.m. with a motion by Tonya Smith and seconded by Jim Hall. The motion carried by voice vote.

                          Minutes of the March 21st, 2017 Executive Meeting


              The Town Council held an executive meeting on March 21st, 2017 at 6:00p.m. at the town hall. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson and Jim Moore all present
              The governing body certifies that no subject matter was discussed in
the executive session other than the subject matter specified in the public notice.
              The meeting adjourned at 7:15p.m. with a motion by Tonya Smith
and seconded by Jim Hall.  The motion carried by voice vote.
